GWB was "pissing on America"
What you don't recognize is the change in Gore from campaigner to Presidential. (Granted circumstances require a return to campaign mode). His offer to meet was both an act of statesmanship, and a challenge for Bush to act like a man. Bush-Daddy had to leave on a fishing trip in order to resist the urge to go smack Junior up side the head.
