It is my understanding that the dem aps had the numbers added BEFORE they were sent to potential applicants.

Most of the rep ones did too. They were ALL supposed to. (This mailing of applications is done by the parties - it's not a gov't thing.)
Some Republican ones didn't have the numbers, nobody noticed, but they were mailed out anyway.

I imagine some of the voters, in filling out the application, filled in the blank for their registration number. Apparently, 4,700 people didn't notice the space for their registration number, thereby sending in an incomplete application.
These aplications were rejected by the county official, and set to be destroyed as incomplete applications.

A Republican worker was then allowed to go through 4,700 ballots and complete them.
Unfortunately, this violated Florida election law.
More unfortunately, the decision to allow this was made by a Republican official.

I'm not talking right and wrong here, I'm talking legal and illegal. I think the plaintiff has a good case.
