I am not a constitutional lawyer, but ASAIK, the legislature can appoint electors however they wish. But, given that the Fla legislature is controlled by Republicans, I find that very unlikely.

If it requires new legislation (cna't change the rules of the election now) I don't see how the Rep legislature in Florida can elect its own electors for the electoral college.
