No that's not what I am implying. Reagan was much like Bush in the sense that he had no business being president either, but at least Reagan could get up in front of a crowd and make a speech, at least he could meet with foreign dignitaries and represent the USA with respect (when he could stay awake).

What I'm saying (not implying) Is that Bush is the most inept, unqualified presidential candidate of the past 100 years.
