I've wondered the same thing. Hitsgalore looks very similar to me to the company that the FTC had problems with.

When I read the actions taken by the SEC at their website I have noticed that many case are brought about 4 or 5 years after the violation in question has taken place. Something needs to be done about this. The scamsters are given years to hide their ill gotten gains and then they face a small fine which they consider to be just a part of doing business.
