You have identified a key point: there is no way to identify the 4700 fraudulent ballots. The D that went to Court is therefore asking that all 15 K absentee ballots be discarded. I don't think that this will ever happen. But it is very possible that those involved will see some jail time.

But there is precedent for discarding all the absentee ballots. This was done in the 1996 election for mayor of Miami, that produced the antfraud protections, and it changed the result of the election. The winner was the current Cuban-American mayor, don't remember his name, who you saw on TV all the time in the Elian fracas

I have seen very similar comments on the Rambus thread from Rambus zealots, with respect to their imaginary battle between RDRAM and DDR.
