The cops in Texas that arrested W for dealing coke were witnesses. However, the records have all been removed because W was placed in a diversion program and was required to perform community service. The community service is a matter of record but the reason for the requirement is not on the record... and W won't answer any questions. The diversion process erases ALL records of the arrest.

The diversion program was a very unusual step in Texas where the practice was to toss the druggies in jail and throw away the key.

The diversion program for W had Daddy Bush's fingerprints all over it.
