Gore won the national popular vote
That's certainly what it looks like. If Bush wants to claim otherwise he should do so. Bush is the kind of guy who would rather sneer and whisper behind Gore's back than just assert whatever claim he thinks he has.

Not to mention the fact that more than a million absentee ballots were not counted in the certified totals. Deadlines, you know.

Bush probably won the popular vote, for what it's worth.
