First, I said that the sample manual recount could be accomplished in the allotted time, especially given the time afforded by the actual filings. Second, the full manual recount is clearly optional, and placed third on the list after the automated recount and the examination of software. If the job of the Court is first to attempt to reconcile statutes, then my interpretation accomplishes the job, instead of requiring the drastic step of overturning one statute in favor of another........
