Partly. But one of the suits brought by the Dems challenges the ballot itself, claiming that many Gore voters voted for Buchanan by mistake.

From what I've read, but have no link to, this was partly caused by the Dems themselves. In many retirement housing communities they apparently have block captains who give out little cards to the residents telling them how to vote. At one point they were handing out cards that said to punch the second hole on the ballot. If they followed those directions slavishly instead of actually looking at the ballot, yes, they would have voted for Buchanan. So the Dems may have been hoist by their own petard. Serves them right!
