Generally, lawyers are too wrapped up in their specific cases to take a long view. They can't see the forest for the trees. One concern of mine is that the legislature will enact a program and then delegate the rule making and regulation making to the agency. When the agency finishes with their rule making (which is never) you have difficulty recognizing the legislation. That is, the agency goes beyond the intent and sometime contrary to the intent of the legislature. More law is made by agencies than by legislative bodies. Much more.
