Does Gore's "No Controlling Legal Authority" line of reasoning bother you in the least? Of course, the court would restrain him just as the court stopped Truman from taking over the steel industry. and just as the court stopped Gore from making fund raising phone calls from his official VP office. Actually, I have more conviction that Clinton's ability to act would be constrained more by not being able to find any troops that would obey such an order.
