I think it is quite possible that that many people chose not to vote for president. That is one argument for the wisdom of the Palm Beach County board's deciding not to count dimpled chad unless there were other examples of it on the same ballot.

The pity of the whole situation is that the adversarial procedures which have been set up to deal with such controversies have led to such a chaotic approach that I don't think we will ever have a consensus that the election was fairly decided. Let's hope that this problem will result in new efforts in all 50 states to set up elections procedures that are consistent and robustly fair.

Of course it's possible. But you don't know that without looking at the ballot, do you?
