If Gore loses now, he'll probably be finished as a viable candidate. I don't think Hillary has her eye on the #2 spot.
So if Gore's not the incumbent for the next go-around, he'd be squaring off with Hillary for 2004.

She might consider the veep position if Gore gets in now, with the expectation of using that as a launchpad for her own run, but somehow I can't see her settling for #2 if they're opposing a Republican incumbent.
