say unemployment could go as low as .5 percent without causing a disturbance to monetary policy?

.5 can't happen because there are some who would rather die tahn work and others who can't work. (ie mental illness, physical handicap). Labor squeezes every dollar out of companies it can till they go broke. Companies try to pass along the increase to customers who eventually stop shopping cause prices are too high. Eventually no one is working cuz labor has squeezed everyone's balls and no one will risk their capital to make no money. Fed eases rates till individuals step to the plate to create business oppurtunity. Labor puts down their strike signs (converted into "will work for food") signs.

Business cycle.
