think the relevant statute is:
(d) The manual recount must include at least three precincts and at least 1 percent of the total votes cast for such candidate
or issue. In the event there are less than three precincts involved in the election, all precincts shall be counted. The person
who requested the recount shall choose three precincts to be recounted, and, if other precincts are recounted, the county
canvassing board shall select the additional precincts.

I think the 1% rule is what led to 4 counties. In this case the results were by county and not by precict. There is a better
explanation on this very thread about 2 days after the election, but that is more posts than I am willng to wade through.


Thanks for looking but this is not the answer and I think it is safe to say the information on a 4 county limit is false. Heck, the wording in the law was "must" followed by "all" hardly limiting words. But I'm not blaming you for not wanting to wade through this thread for a particular post.
