Yes, the price of capital is a large determinant in creating new ventures but it is only one of them. The Fed lowers rates in an attempt to provide incentive for the private sector to for business investment.
My views are skewed by my experience. Most folks have never sat in front of a stack of bank loan docs, one of which is a personal guarantee to the bank which pledges all your personal assets as collateral for a business loan.
