I cannot imagine anything that you are missing, that summed it up pretty well. The entire strategy of the Gore team is simply to never accept the results of a count, to call for a new count over and over until the results somehow change and he wins.

One definition of insanity is to do the same thing over and over and somehow expect a different result.
