If you can remember that far back, Republican controlled Duval county chose not to share with the Gore campaign the fact that it had 27,000 rejected ballots until after the 72 hour limit for requesting recounts had passed.

Corrine Brown, congresswoman for Jacksonville, also claims that 28% of the rejected ballots come from four precincts in inner-city Jacksonville.

A good percentage of those Duvall undervotes are suspected to have come from minority predominated areas. I believe the number is over 25%, so Gore could actually benefit from a hand recount in Duvall county.
