This is a chicken-and-egg question. The political concerns of a silent segment of the population cannot be known unless they speak. If they speak, believe me the parties would be interested in addressing those concerns because those parties want those votes. If they don't speak, is it the responsibility of the media to ferret out their concerns(create news), or should the media basically follow the lead of these voices as they are addressed by the parties(report news)?
