Ken..with your scenario, he would be doubtless compelled by outside forces, ie the public, dems and the like to strongly consider conceding..he'd lose tremendous political capital...probably as much as if Bush were to be certed by Fla leg

Without a concession Bush faces a second opinion on everything he does. All focus will be on congressional elections 2 years hence.

(It doesn't get much better with a concession) but there will be less games, such as voting in a new Speaker of the House any time a dozen republicans go on an overseas fact finding trip or other such nonsense designed to ensure that nothing happens for 2 years.
