In Florida, tampering with an absentee ballot request is a felony. Only Republicans were granted access to these requests to make changes (in at least two counties). The GOP operatives committed felonies when they altered the requests. The request that were altered had been rejected by the Seminole County director of elections in accordance with an edict from Katherine Harris and Florida law. The GOP requested and was granted unprecedented access to these request at the expense of the Democratic voters who made similar mistakes. This created an unfair bias in the favor of GW Bush in the Presidential election that had a material effect on the election's outcome. Thus, the acts by the Republican party exercised in conjunction with a Republican supervisor of elections must be set aside to give those democratic voters who were denied access to ballots due to partisan bias restitution.
