I do not read that as VIA confirming anything. Rather, rumors are circulating about what orders Via may have cut.

What does this mean ? VIA confirmed what Intel did and the source is from TSMC ?

It means a foundry operator confirmed what one of its customers said - that a second customer cut back on orders to the foundry operator for chips in which the two customers compete.

Convoluted, but the net is this:

If both customers (VIA and Intel) are cutting orders, they expect fewer PC's to sell.

VIA, as the smaller customer, would love to have you believe that they make better stuff and that Intel is cutting back in the face of that. I think that's a reach, although Intel's chipsets have had some technical problems recently.
