There are two groups who can be disenfranchised here:

1. 50 million+ voters who voted for Gore and will see their candidate lose because Seminole county allowed only the GOP to go in and illegally alter absentee ballot requests

or

2. 3500 Bush voters who did not fill out their absentee ballot requests properly (so they must be too stupid?) but who were allowed to vote because of the partisan act of a county elections supervisor.

Where is the least amount of harm done? Any reasonable person would say 1.
