When the 1% survey shows a probability of a material change and the board votes for a manual recount and the initial precincts inspected confirm the probability of a material change in the result, can the canvassing board reverse its decision and cancel the recount on the sole ground there is insufficient time to complete the manual recount?
Answer: No, such a decision is arbitary on its face.
