I repeat: There is no provision in the constitution for

a state to "not vote" in the electoral college, or for a count to be made without one or more states. It is a "shall" thing. Every state must vote...there is no other choice.

Let them argue that...the FL electors with a Governor's signature are already at the National Archives. It is as they say a fait accompli.
