It hasnt.

Legisalture passes laws which may be proposed by both legislature and executive branch.

Judiciary INTERPRETS those laws. And it is the interpretation of those laws that make them final. Of course any subsequent SC could come in and have a different interpretation which would then supercede the previous interpretation.

Whenever a lawyer goes to court, he quotes previous interpretations of appeals court rulings that are in his favor. And the opposing party quotes other rulings that are in tehir favor. The appeals court (CS is the highest appeals court) then decides which previous rulings apply to the case at hand and make a decision. Of course that decsion then itself becomes a precedent to be used in later cases.

You have never heard of attorneys arguing cases in front of the congress, have you?? If they were teh interpreters of the laws then why would one need the judiciary??
