I heard the guy on TV who invented the vote-a-matic. He was a witness in the circuit court case that Al Gore lost just yesterday. He talked about the vote-a-matic as an input device not a "voting machine". There is nothing about this rig that would qualify it as any kind of a machine.

These punch card devices are pretty primitive. Much more so than the old IBM keypunchers. Plus they are all completely manual (obviously) and have a limited capacity for collecting punched out chads. Therefore, they have to be cleaned out periodically. If they are not cleaned out periodically, the chad buildup could make it difficult to punch through a ballot.

It seems like the election board is responsible for setting up the vote-a-matics. The court case never really established that there was a direct corollary between any given vote-a-matic in a state of some level of disrepair and a denied vote specifically for Al Gore.

If you think about it, if optical systems were in general use, where the voters mark the ballot with pen&ink and if the pen were to break or run out of ink, the voter would in all likelihood ask for another one (like in grade school) that worked.

I guess it's easy to make fun of the elderly voting population in Palm Beach County Fla. (which I think is unfair), but I imagine that these problems are seen across the country.
