zonk,

When will you computer nerds ever learn that there is not a link for everything. Damn!! If the internet goes down, you guys won't know how to take a crap.

The emissions from industrial plants are now monitored by sensors that measure the amount of pollutants released into the air. If the set limits, far below those prescribed by the federal government, are exceeded, a health fine is assessed for the first incident. A second violation will cause the plant to be shut down until they can meet the emission standards. I already said that there probably was no legislation but was done be the equivalent of "executive order".

The mayor helps to clean up the air by being the closest political force to the plants, and is better situated to assess the monitoring. Also, the eye of Austin is one him, and he can no longer take bribes from the big industrial boys to look the other way.

Now, I am saying nuff said. Take the pucker in your sphincter somewhere else. You are a nitpicker supreme, and I am very tired of your bullshit. ~H~
