Which is it? I can't read minds but in the case of whether the votes have all been counted I know the truth and the truth is that they haven't and anyone who says they have is a liar. The drop out rate has nothing to do with whether the votes have been counted. The dropouts are where the votes are that haven't been counted if that is what you mean.
