The only way fraud could have occurred BEFORE the first count would have been if someone had punched in error, or thought he had, but really hadn't and say, he really voted for Gore...and then he goes to get another ballot and punches again for Gore (ala Marquette multiple vote madness)...and thenthe ballots are discarded between some out of it seniors manning the voting place....and then these ballots are picked up and included....only takes a few of these per hour in selected precincts to complete the county wide fraud doc
