You want a quality answer - first off, some counties using optical scanners did have Presidential non-vote rates as high as or higher than punch cards. Second, go back and read my message you responded to. I said: Some folks have no interest in voting for president. proven fact. Rich or poor, city or country. Others don't properly follow the instructions for casting a vote - and their vote is also discarded. This happens everywhere in the country. if someone can't follow instructions - its their own fault. OTHERS DON'T FOLLOW INSTRUCTIONS. that is key. The Punch Card people need to follow the instructions - whcih clearly state punch all the way thru the ballot and when done - make sure you detach any hanging chads. If a voter fails to do so, its simply their fault. I know the Democrats are not the party of personal responsibility - BUT people have to be responsible for their own actions. Plain and simple
