A right to request is far different from requiring them - go back and read the law. Its very clear. You just can't accept that.

Sure - Gore had a right to request the handcounts - and after the test counts - the cnavassing boards had a chance to do one of the 3 options - Miami chose option A - Broward and Palm Beach went with option C.

It was solely at their discretion.
