At a price lower than all the alternatives and at a cost advantage that improves in scale.

This is the phenomenon of backward mental compatibility for those who cling to technology of the past because they fear the challenges of the future. The SONET ring is superfluous even for redundancy. Redundancy is built into the mesh topology where alternative access differentially loaded routes can be invoked in software either automatically or through operator override. Maybe SONET is for the sentimental, but no carrier will be able to survive installing that kind of rigging.
