count 2 1/2 million ballots
It's pretty easy, start with the ballots that are in dispute and then carry on to the rest. Even Baker is unlikely to argue that the order in which the ballots are counted is going to change the count. Once the disputed ballots have been counted it is worth taking a pause to see if anyone cares about the rest any more.

Maybe they could get some advice from the Canadians. They quickly hand counted nearly 13 million ballots in their recent election.

Making us look bad...:-)
