unfortunately, since the recounts have not been allowed to be fully completed, only a statistical analysis could be substituted. the anomalies of palm beach county were statistically significant. nonetheless, I don't really think there is a remedy, for the ballot problem itself, as I don't think incorrect votes can be changed. so gw wins, losing the popular vote, and very likely having lost the vote in florida as well, if voter intentions were represented accurately, which they were not, through no ones fault but a bad ballot design.
