I think the evidence suggests that the cheap ( easily tamperable)voting equipment gained a 15000 vote advantage for Gore in Palm Beach County alone:

Regarding Miami-Dade there is not a significant number of Gore votes to me mined here anyway as Gore only won Miami-Dade by 30000 (whereas his advantage in Broward was 200000).
