TG, I've read through your links with great interest..

But after doing so, I also noted that your
list for Crown, Imperial et cetera didn't contain
any cease and desist orders, and all of the State's
judgments were settled w/o guilt being admitted.

None of Imperial's cases were judged.
All were settled. Amount of settlement was
a pittance, not even equal to the cost
of legal defense fees.

If all of this was so severe, would Imperial
aka Crown be let off so lightly?

When you compare all the complaints and
conclusions per your list, where many of the
other companies had severe penalties.

There really wasn't much of a case
made against Imperial/Crown.

Basically for Imperial/Crown the cost of the settlement
was legal cost for the FTC and refunds.

The three companies and their owners
have admitted no wrongdoing,
but agreed to pay the Attorney General’s
office $40,000 in legal costs and fees

[$13,000 or so per company???]

...consent judgment entitles Wisconsin consumers
to receive... a full refund....as much as $1,000
requires $5,000 to be paid to the state in costs.
11 written complaints about this case.

[Wow a total of 11 complaints. Wow $5,000 bucks..]

Imperial/Crown wasn't even part of the larger
Federal operations.

Per the language of one of the dockets
of the 16 states you provided again settlement
was reached w/o any wrong doing being admitted.

Plus the language as verbose as it is basically allows for
Imperial/Crown to continue as long as they disclose
information more thoroughly.

Not to pooh pooh this, but the media accounts seem
to be a bit sensationalized.

Also note that these types of complaints are brought
against companies all the time. Big well known companies
in the name of and for consumer protection.

Many settle w/o going to trial or during trial.

Here are just a couple examples where the ramifications
were much greater, but didn't bankruptped the companies
or make them "scams" either.
