Doc, sorry if I seem hurried. It's just that the four-county hand recount should have begun, in an unimpeded manner, immediately following Gore's legal and rightful request for one. But the Bush Campaign put very heavy-handed pressure from the secretary of state onto the counties while running into the federal courts and getting the Republican observers to object to every sixth vote, whether it was a clear vote or not, in order to slow down the process. And then, of course, there are the 'Tweed Thugs'...well, you know the story. I don't have to retell it. Point is, this recount should have been finished! Had Bush's camp been fair, it would have been completed already.
