Fyo I have to admit, you really got me curios about this 35 degree reduction claim. I think it is just another register fabrication and nothing else. I spent some time to explore their website, isonics.com, there is no such claim, this is the closest they come:

The thermal conductivity of 99% isotopically pure silicon-28 thin films has been measured to be 60% greater than natural silicon at room temperature 1 and 40% greater at 100 oC (chip operating temperatures). I got it here: isonics.com

This is the biggest claim that I could find "Since the thermal conductivity of GaAs is about one-third that of
silicon, it is very likely that improved thermal properties will have substantial positive impact.

The best I can tell the company makes NO claims about the 35 degree reduction. The Register as always is clueless.
