I don't really understand...Mr. Bush is certified, so that's resolved. Only a de-certification as a result of this contest procedure could change that. I'm confident that could only happen, if counts happen in both men's territory, and Bush loses...and Bush may still win in that event. Any counting that doesn't get completed in time(12th?16th?) means the Bush cert. as it stands is already there ready to go.
