The same people that paid for the ones they have now. They are rich counties. Perhaps they should raise the taxes on the rich in Palm Beach?

Back when W's dad became president, he rewarded New Hampshire Governor John Sununu with the position of chief of staff when Sununu 'put' NH in the Bush bag after Dole won the Iowan Caucus.

Thus, Sununu retired as a politician running for public office. However, he had nearly a half a million in his campaign fund. Unless the law has since changed, at the time, Sununu was able to keep that money so long as he accounted for it.

Quite a pension, huh?

The point I'm making is that when a candidate raises funds from the public and no longer uses or needs that money for future political races, a time limit could be ascribed whereby that money gets emptied into an election fund which would serve to improve voting machine technology.

So this is one place where lots of dough could be found!
