No one is disputing hand recounts in close elections. The decision is up to the canvassing officials. What is at dispute is what counts as a vote. And he in no uncertain terms said dimples should not count.

I think he beat Cochran when he said If you just touch it, it isn't a vote. And as he testified, it doesn't take much to cause a dimple.

And as MSNBC just said, if just hanging chads were counted, which the witness supports, Bush would be leading by over 1500 votes.
