Yeah, but the witness said he went to them in 1981 to get them to upgrade. I wonder who is the negligent party here. I mean, you may think the decision was made at a local level. But it was not. The Democrat Machine is to blame. I don't know if it was negligence or intentional. But it is the Democrats who are seeking to win an election via imaginary loopholes in Constitutional law.
