If so, then the whole state should be recounted, not just heavily Democrat counties, which would result in more votes for Gore. That's why Bush is arguing that if Judge Sauls orders a recount of Palm Beach, Broward and Miami-Dade, he should order a recount of all counties. Bush did not ask for it during the protest, but the judge has the authority to order it during the contest.
