Can openly partisan behavior on the part of elections officials ever constitute fraud, if they stop short of actually stuffing ballot boxes or disqualifying valid ballots from the opposite party?

For example, if the disqualification rules for ballots are construed as tightly as possible for one party and as loosely as possible for the other?
