3)  A person may not solicit or pay another person to solicit voter registrations for
compensation that is based upon the number of registrations obtained. A person who violates
the provisions of this subsection commits a felony of the third degree, punishable as provided
in s. 775.082, s. 775.083, or s. 775.084.

Another consideration:
Did all these voters actually request the application or where they sent unsolicited to the voters? Sending them unsolicited is
also against Florida law.


I'm not sure that your statement is true. Could you cite the law if you get a chance. It seems the story about these applications is quite clear. They were sent out by the Republicans and Democrats and no mention of them being actually requested by the voters. I receive these in California from a couple of sources as well as in the Registrar packet that goes to every registered voter.
