Qualcomm Says China Backs Use of its Technology by China Unicom
By Thomas Lau

Hong Kong, Dec. 4 (Bloomberg) -- Qualcomm Inc. said it has won China's backing for an agreement with China Unicom Ltd., the country's second-largest mobile-phone company, to develop a nationwide network based on the U.S. company's technology.

China's Ministry of Information Industry, which is responsible for formulating China's information industry policies, gave the approval in a memorandum of understanding signed today, the Qualcomm said in a news release.

Ok...we now have an MOU - "Memorandom of Understanding"...whew...I hope it pops the stock but it sounds like hype...

1. First we get an agreement.
2. Now we get an MOU confirming the agreement
3. Then we get an LOA (letter of approval)
4. ATP (Approval to Proceed)
5. RFP
6. LOA (Letter of Acceptance)
7. A CONTRACT!
8. Down payment.
9. Delivery
10. Remaining Balance.
11. Back to step 5. Keep repeating for 1000 years.
12. We all live happily ever after.
