Re: "the will of the people is not paramount in our
system anyway. if it were, only the
popular vote would matter."

Right. In our system the will of the individual matters first, above the majority of the people. Being a Republic, which this electoral college perhaps reminds us of, the majority is not supposed to rule over the rights of the individuals. Hence, it shouldn't ever matter too much to individuals who is elected anyway. Not that we remain or ever were such a libertarian society, just that our Constitution tries to keep us as one.

George W. Bush, the officially certified victor by the wispy margin of 537.

It is interesting to note they call a 537 margin for Bush whispy but later refer to 1400 as a decisive margin for Gore. Take out the Broward county fantasy (fraudulent) Gore votes and Bush's victory gets into the decisive territory according to the Herald's standards.

Clearly not everyone votes for president so their high numbers are flawed. If you take their more realistic lower number(1400) and add in thousands of conveniently forgotten military votes that were either not counted or not received as the ballots were not sent out the race is a lot closer than the Herald fantasyland race indicates.
