Exactly. Normal procedure would have allowed Gore his own counties, but never a full state count after the deadline. But Bush would have given in on the concept of hand-counting chadded ballots itself...and Gore would claim Bush blew it by not asking soon enough. Gore wanted Bush to thus quit questioning the reliability of hand-counting, and simply join together to fail to get the full state done using it.

Sorry that this is repetitive, slipped up.
